I think Danny is being slightly misleading in the issue of double taxation.
If a play area in the Northampton area is taken over by the new Town Council then all the residents of West Northamptonshire benefit from less taxation and the ones in the Town Council area alone will pay more.
In Billing where I live we pay for our own street light scheme as well as that provided by the borough and in due course, the unitary council. If the street lights were provided by one authority there would be only charge.
