History is unequivocal, silent endorsement places all groups with communities at risk.
The crime panel should pass a vote of no confidence and ask him not to seek re election.

A change in culture was a reason quoted for having an ex-police chief in charge of the fire brigade. He needs to look at himself and his behaviour.
