It all reveals the absurdity of the creation of Police Commissioners .Governments prefer to centralise and and concentrate power in fewer and fewer hands ,The old Police Authority was a largely elected body with directly elected members and then appointed members representing different geographical areas, communities and interests. When it came to appointing officers of ACPO rank there was a panel f members with an external ACPO officer offering advice. Because that was a fairly small world CV's would be known as indeed would skills and performance. Northamptonshire force had a reputation for innovation and forward thinking and attracted excellent candidates. The current structure encourages cronyism and all levels NN Journal is the only place where real investigative journalism exists,
