School transport costs are either borne by general Council Tax and partly by parents needing the service. As most home to school bus transport is to support access to rural schools you could argue urban taxpayers are subsidising rural h-s transport unless more of the bill is picked up by rural parents. These areas have been heavily Conservative voting so increasing charges could be an electoral shot in the foot for the relevant Tory Councillors.

Be something if all schools were equal so bussing children around was strictly a rural issue where distances make walking or cycling unrealistic.
