If an illness was the reality would be understandable, but to be working for someone else during that time is no acceptable.
Maybe we can deduce that it's for reasons of party numbers and he will appear when a crucial vote is imminent to keep his party from losing the vote?

Outrageous that there is no requirement for a councillor to provide any explanation for his or her absence. The sense of entitlement of the man!
