In December one person was doing everything from running the website to dealing with flood events for both West and North Northants councils. She told me then: 'Unfortunately over the last few months I have lost some key staff and am now the only permanent member covering all flood risk matters across both West and North Councils. I am therefore spread very thinly.'
It's not only emergency events that have to be dealt with, all new planning applications and developments are supposed to be examined and monitored by the LLFA. Senior management at the council seem to believe that Anglian Water will fill the gaps, but Anglian Water are not - they have different motivations and responsibilities to the LLFA. This absence can only lead to future problems.
There are numerous statutory duties at both councils that are currently not covered due to lack of staff - yet the number of senior management posts seems to rise.
Councillor Anne Lee has raised this issue so many times over the last few years so that this event would not happen, the report which she also asked for was not released for 18 months, and nothing was done in relation to the recommendations, or building resilience for the community. NNC needs to understand the misery and cost of not doing what they are mandated to do.
