Utterly Utterly disgusting that he committed a statutory offence, but fully expecting the response that comes of "nothing to see here" using whatever loopholes possible to ensure this is swept under the carpet.
The message here is quite clear, if you wait long enough to ensure paperwork is destroyed you can get away with even the most heinous of crimes and even boast about what you did with impunity.
Also worth letting the consequences of this sink in, a serving police office has sex with a child (could be your son or daughter) and when they investigate them even with it being admitted they will not find them guilty. How on earth can you trust investigations to be impartial with results like this.
We need reform of the system and a truly independent body to investigate out of control officers who commit sex crimes and then laugh at how they get away with it after.
So let's get this right. Admission of a serious sexual offence 10 years ago to police whilst a serving police (and son of local Tory MP) - no action taken. 10 years later serious sexual crime becomes public and reported to police - still no action due to the fact that there was an admission 10 years ago and no action was taken then.
Quite bizarre. Do I detect a smell of Jimmy Saville around Northants Police?
Someone needs to stand up and call this sort of thing out....oh wait a minute someone did I believe.
As a victim of sexual assault that I reported in 2015 covered up for 8 years and still being covered up I find it harder and harder to dismiss comments like that as they seem spot on.
I'm sorry you went through such a horrible thing too - maybe those of us who have been swept aside or indeed, under the carpet, should band together and fight these slimeballs. Sadly, I think we would be many in number, good for a support group, sad for a statement on society
thanks for your comments, it was many years ago now so as behind me as it can be. The bigger concern is the worrying patterns of behaviour in covering up sex crimes and smearing and threatening anyone who dares to report and speak out. If Sarah and NN Journal had not reported on this it would largely have gone under the radar, so I am very keen to support her and others anyway I can to end this stranglehold on our town that these people have.
It has been said by many including Maria Barnes(Botterill) & Cllr Paul Clark that there is something very rotten in the state of Northampton and that applies particularly to the long established political ruling class and the Northants Police. We have witnessed the efforts of senior Tories to protect the "wife beater" Nunn supported by the most senior WNC officer, the Chief Executive saying it was a "personal matter". How out of touch and lacking any empathy do you need to be to attain such high office?!! Cllr Paul Clark prevented from speaking in the council chamber by the machinations of top Tories and supplicant council officers. If the grim truth had not been published by local and national media in April last year the chances are that Nunn would still be leader of WNC and lauded as a person with the Conservatives fully behind such a person.
Over at Wootton Hall Northants Police are excelling! Yesterday's statement as published in the NN Journal can only serve to undermine further public trust and confidence and highlights the failings of this force. Commissioner Stone appears to be no better than her predecessor and a case study in talkng the talk but not walking the walk. She talks constantly about "action plans" and marches at the front of protests involving women's rights and victims of domestic abuse. This is the Northampton equivalent of kissing babies in an election campaign.. I am sure she is pleased to see her photo at the centre in the following day's papers. Here we have a girl, aged 14 without parents and vulnerable to being exploited and abused. And this is exactly what happened with the perpetrator a serving police officer who just happened to be the son of a local MP.
I say she is out of her depth and not willing to confront what is before her eyes. She called for "new evidence" about Cllr Matt Binley when he admitted his sick crime to NNC Tory councillors and, to his credit, NNC Leader Jason Smithers did the right thing and reported the admission to the police. What Commissioner Stone should be doing is what it says on the tin, i.e. supervising the Chief Constable. That extends to his force. A full and impartial investigation is needed into the events of 2009. Who knew what and when? Who did what and when? What information was provided to the CPS to lead to its decision not to bring charges?
Was it because a vulnerable 14 years old girl was reluctant to give evidence or what else? I don't need to spell it out but, in my opinion, the Commissioner is, like the police in certain other matters, failing the people.
It is time for change and time for action. This mess and disgraceful state of affairs cannot be allowed to continue.
Excellent quality reporting of something no other media outlet in the county would have covered as thoroughly (if at all). There are also questions to be asked here about how Mr Binley ever came to be selected as a candidate by the Conservative party, given his chequered past. Did they undertake ANY due diligence whatsoever ?
Sex with under ages children of 14 and 16 years old is statutory rape.
Binley maintained that the matter was thoroughly investigated. It was not. There must be archived records on the disciplinary hearing. After all the victims of "Jimmy Saville" and "Al-Fayed" were historical with some cases going back more than 20 years. I would like to ask a question to any mothers: Would you like your son to treat you the way Binley treated his mother? Why is he still a Councillor? Would you like to sit next to him at any meetings?
Sex with a 14 year old girl is Statutory RAPE. There's no way a rapist should be allowed to continue to hold any kind of public office, (or breathe freely outside of prison, as far as I'm concerned, having been at the receiving end of these monsters!). Just because america, yes, small 'a' as it has lost any kind of credibility since electing a convicted rapist to the highest office they have, doesn't mean WE have to tolerate such abhorrence over here. Sack this sack of unmentionable stuff immediately!
Questions need to be asked of who the person in the CPS and the police were who conspired together to ensure this was rubber stamped as no criminal action back then if the admission is not new evidence. Totally disproportionate way in which crimes are handled, with police covering up for their own. You need to ask exactly how far does someone need to go ala Wayne Couzens before it forces a response and holding them accountable.

Horrified!
How can having sex with a 14 yr old as a serving police officer who’s father is a Cllr not be actionable! Unless …..🤔

Sex with a 14 year old is statutory rape. A 14 year old doesn’t have a fully developed body. A 14 year old is a child in law.
Agreed!
Sickening!
Brilliant reporting as always and the first to get the story out when plenty of others knew.
Private eye have said Binley admitted to having a threesome with the 14 year olds 16 year old friend, could it get worse?
Have the police asked whether she was in care? whether it was a repeated act? we want answers!
Irrespective of any more information clearly it appears to the common man that this is NOT being dealt with.
STILL A COUNCILLOR! Give me patience!!!!
