I suspect it's inexperience and arrogance that has caused this administration error, either by new officers or by cabinet members ordering officers to push it through. Either way it is not good enough and of concern if this is the way council is going to operate.
I think it is scandalous to charges Blue badge holder. On the 16th April, I accompanied a very dear friend of mine who is 94 years of age and has a "Blue badge" to a crucial appointment with a Bank about an account held by her deceased husband. The whole outing for her was very stressful. It was made much worse, because I had to pay to park, although her Blue badge was on display in my car. She kept apologising to me even though it was nothing to do with her. I feel so sorry for disabled people who have to endure this additional burden caused by thoughtless and idiotic Councillors.

Also, as a wheelchair user, I have to pay extra in some car parks using phone/app as the pay point is inaccessible.
